Golem seeks to create and institutionalize an asset class by using a narrowed public private partnership focused on municipal emergency service infrastructure. Historically, municipalities have had limited financing options, Golem seeks to change this by providing municipalities with build to suit (BTS) facilities that are leased back.

There are various advantages to leveraging private markets and avoiding the red tape that the municipalities themselves are restricted by. Obviously, the idea of PPP is not new; however, these have typically been reserved for large scale infrastructure projects.
